The Civilian Guidelines outlines the expectations and guidelines that all residents of District-19 must uphold at all times. Violations of the civilian guidelines will be charged based on severity, and number of violations.
Level 1 Violations
1.1 Loitering
Remaining nearby restricted areas is punishable by 1.1, loitering.
1.2 Civil Misconduct
Pushing, harassing, or insulting other civilians is a violation of 1.2, civil misconduct.
1.3 Auditory Misconduct
Yelling, screaming, repeating the same phrase multiple times are all violations of 1.3, auditory misconduct.
1.4 Climbing
Climbing on fences, objects, ladders or people are all violations of 1.4, climbing.
LEVEL 1 PUNISHMENT LADDER
First offense: 2 cycles of re-education
Second offense: 4 cycles of re-education
Third offense: Sterilization
Level 2 Violations
2.1 Disrespecting Local Authorities
Harassing, insulting or otherwise disturbing local authorities is prohibited.
2.2 Possession of Contraband
Having items deemed as contraband, whether on your person or within your residence is prohibited.
2.3 Unauthorized Communication
Attempting to communicate in means other than English, be it language or sign is prohibited.
2.4 Misinforming Local Authorities
Falsely reporting other citizens, or otherwise wasting authorities time is prohibited.
LEVEL 2 PUNISHMENT LADDER
First offense: 3 cycles of re-education
Second offense: Sterilization
Level 3 Violations
3.1 Malcompliance with Local Authorities
Failing to follow orders / instructions given by local authorities in a reasonable amount of time is prohibited.
3.2 Use of contraband
Using items marked as contraband is strictly prohibited.
3.3 Destabilization
Attempting to disturb the peace via rioting, or slandering the Union is prohibited.
3.4 Trespassing
Entering a restricted region is strictly prohibited.
LEVEL 2 PUNISHMENT LADDER
First offense: Sterilization

All civilians are to continue as normal.
Regional Unrest / Zone Lockdown
Civilians within the zone are to report indoors. Local authorities instructed sweep the region.
Unrest procedure / District Lockdown
All border operations are to cease, authorities instructed to secure points of interest.
Riot procedure / Judgement Waiver
All residents to move indoors, local authorities instructed to hold & secure major locations.
Socio-destabilization / Autonomous Judgement Waiver
All residents to be sterilized on-site. Local authorities instructed to hold & secure major locations.
District loss / Advisorial Assistance Act
All residents to be sterilized on-site. Authorities given advanced equipment to quell the unrest.
